Donna Shaw, Penna. again asks Upper Dublin for disputed $128,883 from grant, Philadelphia Inquirer (p. 104 (April 21, 1983) (“Department of Community Affairs “contends that Upper Dublin had not spent $128,883 by the time for the [neighborhood revitalization] program [in North Hills] ended in March 1981 and that it instead placed the money in the township’s general fund…. The grant was part of a $1.5 million package, obtained from a combination of public agencies for rehabilitation of the century-old North Hills area;” Township Manager Bonargo asserts that the money was used to “upgrade the dilapidated sewer system in North Hills” rather than land acquisition as intended “because without sewers there could be no homes.”)
